Change Engineer / PMO – Major Infrastructure Project

Conrad Consulting is working in partnership with a leading consultancy supporting one of the UK’s most significant infrastructure programmes. We are seeking an experienced Change Engineer / PMO professional to join a high‑profile project delivery team, operating within a robust Programme Management Office environment.

This role would particularly suit an individual with change management experience combined with a strong commercial background. Applications are also welcomed from Quantity Surveyors (QS) who are interested in transitioning into a PMO or change-focused role on a major infrastructure programme.


The Role

Working within the Baseline & Change function, you will support the effective management and governance of change across a complex, multi‑stakeholder programme. The position sits alongside senior PMO and change professionals and plays a key role in ensuring that changes to scope, cost, schedule and risk are identified, assessed, governed and implemented in line with agreed processes.

You will contribute to the development and operation of structured change control processes, support change committees, and work closely with project managers, commercial teams and wider PMO functions to ensure the programme baseline remains accurate and aligned with approved decisions.


Key Responsibilities

  • Support the operation and continuous improvement of programme‑wide change management processes and governance
  • Assist in coordinating, tracking and validating change proposals across cost, schedule, risk and scope
  • Provide input into baseline management, ensuring all approved changes are accurately implemented and communicated
  • Support the preparation of change documentation, reports and papers for governance and decision‑making forums
  • Work collaboratively with project and commercial teams to ensure compliance with change control procedures
  • Challenge and assure the quality of change submissions, ensuring impacts are fully understood and robustly assessed
  • Support programme reporting, ensuring change data is accurate, consistent and timely
  • Provide guidance to stakeholders on change and PMO best practice

About You

  • Approximately 5 years’+ experience in a change, PMO, project controls or commercial role
  • Experience working within complex infrastructure or construction environments
  • Strong understanding of change control, baseline management and governance
  • A commercial background (e.g. cost management, QS or contracts) is highly desirable
  • Quantity Surveyors looking to move into a PMO or change management role are encouraged to apply
  • Confident working with multiple stakeholders in a structured, governance‑led environment
  • Strong analytical skills with the ability to manage competing priorities

Qualifications & Experience

  • Degree‑educated or equivalent professional experience
  • Practical knowledge of project or programme controls
  • Familiarity with project management and reporting systems
  • Experience working within regulated or large‑scale programmes is advantageous

Location & Flexibility

  • Hybrid working arrangement
  • Site attendance in Suffolk required for 2 days every other week
